Contractor filed lien with no contract

A contractor is suing me for lien when we have no contract. I told him I won't hire him because he was being rude and simple work he did was very sloppy. Plus he only bought supplies and did not actually do any serious work because the permit was not issue yet. This is in NJ. Can he really sue me?

Your question is unclear. Is the contractory suing you or has he placed a lien on your property? The actions you would take to respond are different.

If the contractor has filed a lien without doing any work or providing any services (even if he has a contract) then he is misusing the lien process and you can sue him for slander of title. You may also be able to collect your costs of suit.
