Cases usually have one DECISION, though there might be multiple OPINIONS (e.g. a majority opinion, and a minority opinion). A case may also stand for multiple points of law. The case you referenced stands for the proposition that a state is required to provide for the education of all children, regardless of the severity of a child's handicap. The case goes even further, stating that the most severely handicapped children actually have priority under the Education for All Handicapped Children Act (now called IDEA).
