is one petty theft conviction grounds for removal from the U.S.A. for a permanent resident card holder??? under INA.

It depends. If the petty theft conviction results in a sentence of less than 1 year, and it is only one crime, it may be clear from a charge of removability. On the other hand, if this petty theft results in a 1 years sentence (even if it is suspended), the government can charge a ground of removability for an aggravated felony. Hope this helps.
