No workers comp

My husband is a truck driver in California, arizona, and Nevada. He unloads too. He broke his finger unloading. But his employer does not have workers comp. Is it mandatory for them to have workers com?

Yes the employer must have comp in California. Now your husband must deal with the UEF, even though the employer may claim domicile in another state. You will definitely need an attorney for this case.
