If Se, Fred Thompson declares his candidacy for President of the United States does that allow 'fair use' of his films, interviews etc?

"Fair use" is always allowed. What changes is the definition of fair use. If a person is living a quiet and private life, his or her rights against media use of films and interviews may be quite different than those of another person who has deliberately stepped into the political spotlight.
Also, be careful to distinguish between invasion of privacy and infringement of copyright. A person's celebrity or newsworthiness will have a large impact on the fairness of general press snooping and reporting, but it will have a lesser (but still some) effect on what constitues "fair use" of the celebrity's copyrighted material.
