shes 20yrs old on probation and doing herion &other drugs CAN I GET POWER OF ATTORNEY OVER HER IN COURT?

No. Power of Attorney has to be given VOLUNTARILY, by a person who is competent and not under the influence of drugs... HOWEVER, we can assist you in having that person declared incompetent and having a GUARDIAN appointed. If granted, the court would appoint either you or some other suitable person.
