Yes you can file the FOIA request with each agency. Relevant forms are on respective agency's websites.

Yes you can file FOIA. But in FOIA requests, the specific is always the better. Hence, its better for an attorney to file the request for you. Also, depending on why you need to request your file, an attorney will know what to request. Time frame varies.

You can file a FOIA request with each agency. A reponse could take 2 to 6 months to get back.
