Agree with the other two attorneys, but you said you are on your first appeal? If that is the case, then in Massachusetts that means you are in the reconsideration phase, which basically means the SSA is taking another look at it. The people who review the medical portion of the cases made a decision, but it still has to be reviewed and an official decision saying Yes or No has to be given. If they deny it again, then your next appeal would be to an Administrative Law Judge for a hearing, which is what Atty. Young was talking about. If you have to go that route, then I strongly recommend having an attorney assist you with it.

I agree. You can not know the decision until you receive the written notice.

No, it just means that they have reached a decision. The next step is that they must the draft the decision Most administrative law judges do not write their own disability decisions. Judges most often send their disability decisions to decision writers (usually, a staff attorney at a hearing office).
Once the decision writer completes their written decision, they return the decision to the administrative law judge or ALJ to review and make corrections. Of course, if there are corrections to be made it can take even longer to get the formal disability decision to the disability applicant.

Many disability applicants, fortunately, do receive their Notice of Decision in forty-five to ninety days after their hearing. A Notice of Decision outlines the medical records considered and other criteria used for the hearing decision along with the hearing decision.
