The short answer is yes. Excise could conduct an investigation which could result in the bar loosing its liquor license or civil penalties and fines. Also if it is shown that the bar knew the person was underage then possible charges for Contributing could be filed against the bartender. More serious would be if the minor was in an accident that seriously hurt of killed someone then there could be felony charges against the bartender. As well as possible civil suits.
Possibly could lose their liquor license. But, as far as being civilly or criminally responsible to the underage drunk driver, because he or she got arrested, NO.
Victims of an illegally-served minor, by a bar, MAY have a CIVIL claim for THEIR injuries or loss of life of a loved one.
