I know that when the police decide to enforce traffic rules for a particular area, it is very common to have one officer directing the alleged offenders to the side of the road while another officer writes the ticket. It also happens in criminal cases where an undercover officer will observe a crime and then have an uniformed officer make the stop and arrest.
