Can an officer write a ticket for a violation he did not see?

There are several circumstances under which a police officer can statutorily write a ticket for a violation he did not see the violation. First, when there is an accident and one of the drivers is under the influence of alcohol. Second is when there is an automobile accident and the officer has probable cause to believer that a driver has violated a vehicle code section. Third; a police officer may issue a citation based upon the information provided by another police officer that witnessed the violation.
