Can police officers question a juvenile as an indirect witness without custodial supervision (juvenile heard something) and in contrary direction of the parent? And does any interview/questioning have to be at the police station or can it be at discretion of custodian (i.e. house/diner)?

Yes, unless the questioning leads to prosecution of the juvenile, there are no restrictions on questioning of the juvenile by the police. Where it takes place is also up to the police except that, without a warrant or permission, the police cannot enter a home or other private place.
