Charged with DWI in 96 didn't go to court can I get a driver's license

That depends on the status of your DUI case. The fact that you didn’t go to court mare made you a fugitive, and being a fugitive tolls the statute of limitations and could also have led to an additional charge of failure to appear. If a fugitive warrant was issued against you then it might still be open and unresolved. If so, you will need to turn yourself in to have that matter resolved. If the old DUI was closed and dismissed, then it should not prevent you from getting a license. You should retain an attorney in your local jurisdiction to find out the status of your particular case and represent you in getting it resolved.
