developer never turned over HOA to residents as required 30 years ago. Now some residents have elected themselves to the board of a suddenly reformed HOA and are threatening to place liens on the homes of residents who don't pay the dues. Can they do that?

Sure, as long as this "suddenly reformed HOA" is in full compliance

with its bylaws and other requirements of Virginia HOA laws that may apply

to this particular entity (my opinion).
