husband had a 1% share in a business that failed, business owes NJ sales tax, is my husband responsible for the entire amount even though he only had a 1% share.

Under NJ law the Shareholders and Officers may be held personally liable for Sales and Use Tax. Your husband needs to fight this immediately.
