I filed my I751 in June 2018 to California Service Center. There is no change in status except for "your name was updated" since january 2020. the case is now outside of normal processing times. I called USCIS and they ask me to reach out to the CSC. Please advise do I submit an inquiry online or do I need to mail California Service Center.
You may consider applying for citizenship to move the I751 along.

Have you seen the recent news lately? Your I-751 will be delayed for months given drastic national emergency crisis with coronavirus.
I agree with my collegaues, file for naturalization now and have both be adjudicated at the same time.
If yours is a jointly-filed I-751, then your best bet is to apply for naturalization now - assuming you meet the requirements - then your attorney can pretty much persuade/compel USCIS to process/interview both cases the same day - on the day of your naturalization interview, which normally comes faster than your I-751's adjudication.
You can do either, but your best bet, if you are eligible, is to file for naturalization and the applications can be processed together.
my husband is in a florida county jail on a bugulary and grand theft charge, he was on probation at the time for a prior possession charge, he has charges pending on 2 other houses he admitted breaking in to that are pending , he has 2 more counts of grand theft and 1 more count of bugulary and 1 count of armed bugulary which we dont understand he entered a unoccupied house and stole some guns and they r calling it armed bugulary he did not enter the home with a weapon at all..i also look for them to give him a vop charge and we are scared they are going to try to charge him for having a gun by a convicted felon because of him being on probation at the time...also they say the pawn shops may try to press charges for the stolen property but they havent so far..what should we do to get some of these charges dropped or reduced, he has never been in trouble or spent a day in jail till the possesion charge, what do you think could happen
