I received a garnishment letter from ECMC for one of my employees. It lays out how I need to garnish his pay for past due student loans yet doesn't include a judgment against him. They even just sent it regular mail, not even certified, and they are threatening me with a lawsuit if I don't comply within 10 days. How could they prove I even got it? Do I need to do this, indeed CAN I do this, legally?

Writs of Garnishment are served personally by the Sheriff.
