An employer in Illinois can harass you or discriminate against you UNLESS it is because of your "protected status." This means if the director "has it out" for you because of (for example) of your race, sex, sexual orientation, gender, national origin, military status, disability, religion, or other protected class, a compliant you may have made, you might have a claim for discrimination. If the manager simply does not like you, you have little recourse unless there is a collective bargaining agreement in place. In the case of the latter, you would have to ask your union to file a grievance on your behalf.
