Is it against the law to charge a parking fee to park on a lrivate business lot?

What is a(n) "Irivate business"? This must be a typo. However, it's generally not unlawful for a property owner to charge for parking on his/her/its land. In some communities, a parking lot could be considered a business for which a license is required.
