I am not sure of your exact question, but the interlock can only e removed with a Judge's order. so she will have to keep the device on her car if she drives it to Mexico. If, however, she is traveling to Mexico, the Judge does not have jurisdiction as to what devcie she must have on her car to drive on a street in Mexico. Have your sister explain her plans to her attorney and discuss the matter.
