Your question asks a philosophical question, not a legal question. What the LENDERS should do on student loans is a moral question since CV has changed the educational system. What Colleges SHOULD do about tuition when they are not offering the product that you contracted for is also a moral question. What they are LEGALLY REQUIRED TO DO is a legal question. At this time, the Colleges and Lenders are not legally required to reduce and refund tuition that they charged you for something that they did not deliver. All of the governmental decrees and administrative orders have confused the issue, because the Colleges can claim that they were legally required to close, and that does not impose on them the obligation to reduce/refund tuition. They will argue that they had the same costs even without classes.

What is needed is some kind of legislation from the Federal Level that addresses this issue taking into account all the various interests to try to come up with something equitable.
