DUI & leaving scene of accident, Bristol TN

A friend was charged with leaving the scene of an accident (hit parked car, no one in it) and DUI in Bristol Tennessee. He has previously fled 2 other states after being charged with DUI's, a total of 2 in one state and 1 in another. Will Tennessee find out about these othere issues, and, if so, what consequences does he face?

P.S. He is also a fugitive from Texas, he was arrested for DWI, released on bail, and fled that State also. I am not sure, this one may have been more than 10 years ago. Thanks for your help.

I have PMI on the mortgage of a second home. If I chose to let the property go back to the bank, will the PMI protect me from any balance due after the property is sold at auction?

How Can I Do This Legally?

I know of a property for sale near my house. I also know of someone who might buy it, if they knew about it. What I want to do is get an offer from the potential buyer and present it to the seller but the offer I tell the seller will be lower than what the potential buyer offered. If the seller agrees I will get the difference. For example: The potential buyer says they will be it for $10. I offer the seller $8 and if they agree I get $2. I would prefer if the seller wrote two checks at closing - one to the seller for $8 and one to me at $2. I am not a real estate professional, only a person with an idea. Is this situation workable in any in any legal way?
