Appliances such as microwave, refrigerator, and water softener system are are luxury items right? If these items were not fully operational, would it be considered under law to be uninhabitable conditions? Where exactly could I find the definition of uninhabitable conditions? Does a torn screen or a missing blind count as inhabitable conditions?

The broad definition of a breach of the warranty of habitibility is something that affects the health and saftey of the tenants. It is a case by case analysis. In my opinion a torn screen and/or missing blind are not breached of the warranty.
