Conflict of Interest
Member of a City Council is also a member of the Chamber of Commerce, who makes a motion to provide the Chamber with space in the City's (owned by the city) new Civic Center, at a ridiculously low monthly rental price. 3 previous City Council committies have found it not in the best interest of the City. But now that there are new council members the Chamber Chair and this particular member have managed to railroad enough new council members to push the issue forward. Is this a conflict of interest and can it be opposed by citizens of the city or struck down by legal council and/or other Council members?

It sounds like a conflict of interest but we'd have to research the conflicts requirements for your city to know your options.
