Construction Contractor's Termination for Default

In California, does an Owner have the right to take over a defaulted construction contractor's on-site equipment on a public works project?

Generally No. The contractor's on-site equipment belongs to the contractor (even the defaulting contractor). Also, the equipment likely has a superior lien holder with a interest that is ahead of the contractor.
