Normally legislatures/Congress make law through bills that are voted into statutory law. The common law system of England was adopted in 49 of our 50 US states and it allows judges to make law, whereas the civil law systems of Louisiana and most other countries in the world do not allow judges to make law. But in reality these two systems are ravitating towards eachother hopefully adopting the best from each system.
