fatal car accident w/out ins.
my boyfriend had a suspended license, no insurance or registration - a girl ran out in front of him and she died. the police made a report and gave him a notice that his license was suspended and let him go. now 5 months later the police came to our home and arrested him for a warrant and are charging him with a misdemeanor , Why would they wait so long to charge him and show up out of the blue with never even sending him a notice to appear in court?

The question is not why would they wait so long, but what is he going to do about it? He needs legal representation lined up well in advance of his court date.
