I work for the State of California and will be using my vacation time to care for my husband during his serious illness. I may also have time donated to me when I exhaust my own credits. Can my employer force me to use my 12 weeks FMLA at the same time I am using my leave credits?

Yes, you can be required to use accrued leave for FMLA. Contact your union if you have problems, that is what they take your money for.
