my customer is not pleased with job's progress and has decided to do some work himself and wants to charge for labor.can he? and if so at what rate?

Unless your contract provides for his assistance, he is not entitled to assist you. It follows that he's not entitled to compensation or offset for assisting you.
That said, you should be sure that you are performing according to schedule. In fact, your customer's conduct makes me think he's upset and growing unreasonable. You should be sure you've complied with every term of the agreement. If not, talk to an attorney directly to determine how bad the damages are and what you can do about it.
