Can a school district stop its students from attending another school within the same city?

Yes. In most cases school districts have rules that designate specific schools for residents based on address. This is to avoid over-enrollment at certain popular schools, and under-enrolment as less popular. Sometimes school districts permit attendance at "out of district" schools, but only if there are places available. Of course, rules that perpetuate racial or ethnic segregation by restricting movement within a district are not legal.
