transcipts
I have recently finished a Nursing program but my nursing director is holding the transcripts until we pass a Kaplin review test which is not part of the classes that are requried for the ASN degree for nursing, can they do this legally?

Probably not -- but you need to find out the basis for the position. There may be a legitimate reason that woul;d permit them to do so.
