Yes - and no one really knows how it will all be dealt with.
The court system is not shut down. Lawyers file law suits by computer, which is a 24/7 operation, so there is nothing to stop a suit from being filed. Or to stop the Clerk from issuing a Summons. Or to stop a process server from knocking on your door.
Look, the post office is still delivering mail, Publix and Walmart are still open for business, gas stations have gas---life is going on. Not the same way as before but the country is still open for business. And that includes the legal system.
You mention that courts are still closed. Where? As far as I know, hearings are being conducted. Some folks are electing to appear by phone and others not. There has not been a shut-down of all courts by the Florida Supreme Court. Of course, like the weather here in South Florida, that could change in 5 minutes, but as of now, it is business, not as usual but still ongoing.
Lawsuits are being processed just as always.

When evidence comes out in a trial that a crime may have been committed, does the law require that the crime be investigated?
