Can a person work two different jobs while on H1B: one full time with employer A, who is holding H1B, and the other with employer B, which would be part-time, but without any pay?

A person on H1B is only allowed to work for the H1B employer in the job set out in the H1B petition. It is possible to have more than one H1B at the same time (concurrently) in order to hold more than one job – but each employer must file the H1B petition and comply with the requirements. Unauthorized work is not simply a matter of pay or no pay. (12.May.2014)
