My daughter’s mother didn’t follow
judge’s order to return back after a court order with my daughter after violating the relocation law .So
How can I get her in contempt and get my Daughter back

You will need to ask the Court for an Emergency Pick up Order for the child. Given the COVID-19 court closures, it is definitely in your best interest to hire an attorney to do this for you.
You would ask for and obtain a child pick-up order for the child and a writ of bodily attachment against the Mother to enforce the court order. I recommend you hire an attorney to represent you if you haven't done so already.
