An H1B employer may file an amended petition for COS. Unfortunately, as of today there is no PP.

First, you cannot "adjust" status as one lawyer stated. You can only "change status".
Second, these are good questions for the attorney being paid to represent the company and the employee so ask that attorney.
Last, as mentioned by another attorney, why was the case set up as a "notify" in the first place?

What does your employer's lawyer say? You can file to adjust your status from within the US but you cannot work until the application is approved. This may take several months. You may be better off waiting until the coronavirus situation resolves.

COS can be filed but you can't work until approved.

Normally there is a reason that the attorney files for Consular Processing ... have/had you violated your F in any way.

Some Consulates are accepting mail in applications.

OR ... you can wait the Consular closures should be 'over' by June 2020 ... go online and book an appointment.
