How young can a child be listed as a sexual offender? At what age can they be charged with sexual assault?

No. A 7-year-old is too young to be held criminally responsible, but to young to be taught proper behaviour and/or examined by a doctor. There are other issues at play there. The best thing that can happen is the child is assessed. Fortunately, these behaviours when caught at a young age can be managed and corrected.
