A 7 year old boy sexually assaulting his siblings. Dry hubbing his sister, putting his penis in his brothers face, masturbating in front of others. Can the mom "charge" him with assault at 7?
No. A 7-year-old is too young to be held criminally responsible, but to young to be taught proper behaviour and/or examined by a doctor. There are other issues at play there. The best thing that can happen is the child is assessed. Fortunately, these behaviours when caught at a young age can be managed and corrected.
