I am doing a large research project involving interviews with people who are engaged in illegal drug use. In my consent form, I need to cite federal guidelines that say I cannot be compelled to share the confidential information (name, etc) of my participants in a court of law. Where can I find these guidelines?

You need to have your university's institutional research board review this study to determine if it complies with federal and state law re the ethical treatment of human subjects. I don't believe there is any "research privilege" that exempts your research in the broad sense from being discovered in a civil suit, though maybe an exemption from criminal prosecution.
