Your employer can tell you to work whatever hours it wishes but for any time spent working you must be paid at least minimum wage and overtime pay for any hours over forty hours in a workweek. Is your employer telling you that you must work the extra fifteen minutes without pay? If so then that is a clear violation of federal and state wage laws and you should talk to an employment attorney immediately about possible claims to recover the unpaid wages.
