If you were found responsible after a Clerk-Magistrate hearing, you have the right to appeal to a judge. If you were actually found responsible by both a Clerk-Magistrate and a judge, then your only recourse is to appeal the responsible finding , on a questions of law, to the Appellate Division of the District Court.
