if i got a 60 day notice to move out of my apartment, do i still have to pay rent. under what law?

Yes, you have to pay rent through the end of the 60-day period. The tenancy is in full force and effect for the 60-days. All terms of the rental agreement apply, including your duty to pay rent. The landlord is not required to waive the rent for that period. If you fail to pay the rent, the landlord can serve a notice to pay or quit and evict if you do not pay.
