Yes. If you can't make an arrangement with the baby mother and her family to have access to the child and to participate in making decisions about the child's care and residence, you need to file what's called a Paternity proceeding (even though there is no issue about who is the father) naming the baby mother and her mother. With that you need to file a Request for Order for temporary custody orders.

Be aware that under the Coronavirus shelter in place orders, California courts are at best only hearing requests for emergency orders. All other requests for orders are being put on hold until the courts can resume their normal functions. So unless you can show some immediate danger to the child, you may have to wait for several months or more until your request for temporary orders can be heard. That does not mean its a good idea to wait to file your paperwork. It is reasonable to believe that earlier filed cases will be heard earlier than later filed cases.
