I pass three car moving below the speed limit of 55.the poilce officer was on her cell phone the second car i pass.I cross the broken line to pass at 60mph. She said I cross a solid lane to pull me over. but gave me a ticket 23103(a)vc. what do I do?

You can either pay the fine and attend traffic school. The other option is to challenge the ticket by going to trial. If you go to trial subpoena the police officers cell phone records to show that she was on the telephone at that time.
