Re: does a uniformed police officer

Police departments almost always have citizen complaint departments or specialists - often civilian employees - whose job it is to hear and investigate complaints. The easiest way to find these departments is to do an on-line search through the city or county Web site and then the department's site, but a few phone calls after carefully checking the government pages of the phone book should also be effective.
