Is the right to a free education stated in any historical document? If so, which one?

As the primary educational needs of children has historically been the providence of the local governments of each State, generally every state's constitution will have an "Educational Article" that makes such a guarantee. As for the Federal Government, there are laws and regulations requiring children with learning disabilities to have the right to a free education as well. They do this with its spending powers (i.e. federal aid to the states) to encourage the states to also provide those students with a free education as well..
