i paid but haventgotten anything
its been over a year since my quincea~nera and i had a problem with the woman who made my video and the pictures were of terrible quiality. she had changed her number and moved out of the place were she used to be and i have no way to locate her. my question is can i file a small claims even though i have no way to reach her?

You can file suit, but you will have to locate her to serve her with process. If the amount of your damages are sufficient, you might hire a private investigator to locate her. You can also try the free zabasearch.com which is scary, because it has records on people that you wouldn't think existed.
