What happens when you have a judgement against you that you find out about it 17 years later, do you have to pay the judgement or does the statute of limitations change this?

No, once the judgment has been entered in the record, it remains valid until its expiry date which could be many years in the future, and there is no statute of limitations applicability to such judgments.
