Taping phone conversations

I've encountered an abusive, rude, and extremely unhelplful Federal employee who is supposed to be helping taxpayers who call his team's hotline for advice. His colleagues are aware of his behavior and have confided that the only way this horrible employee's behavior will be curbed is if one of his rude phone outbursts is taperecorded and sent to his supervisor.... Even though the man works in California, where taping phone calls w/o permission from all parties is illegal, does the fact that he works for a Federal agency trump this and make it legal?
