Unpaid back taxes
I owe the state of mass. And
the irs unpaid taxes filed for
back in 1999-2002 is there a
statue of limitations for them
to collect?

As long as the returns have been FILED, the IRS statute of limitations to initiate collection proceedings is 10 years. I am unsure about the Massachusetts SOL.
