if you asked someone to come and see you and they refuse to let you pick them up and instead they take public transportation and then get into an accident are you responsible to help pay the medical bills and if you don't can they charge you with anything?

As a general matter, it seems unlikely that criminal charges would stem from such a scenario, unless there are factors not mentioned, such as allowing a small child to fend for themselves on public transportation. A criminal attorney could explain that best. In terms of tort liability for injury, there does not appear to be liability for the medical bills based on these facts. If there are other factors not mentioned that enter the equation in terms of what you feel is the right thing to do, the law wouldn't stop you from helping with your friend's medical bills.
