How can we get HCIDLA to freeze rent increases? Is there a pro bono agency that I can reach out to see how CA can do this?

HCIDLA is part of the City of Los Angeles. The Los Angeles City Council is considering a temporary rent freeze right now. You should immediately contact your City Council person.
